But federal lawmakers routinely ignore the full amount, <a href=\"https:\/\/www.hud.gov\/RAD\">around <strong>$115 billion<\/strong><\/a>, needed to keep the units in \u201cdecent, safe and sanitary\u201d condition.<\/p>\n<p>One-time funds for public housing repairs were cut from the final version of the 2022 Inflation Reduction Act to appeal to centrist Senate Democrats who cited the cost.<\/p>\n<p>The results have been disastrous for the more than <strong>1 million<\/strong> people who rely on public housing \u2014 mostly low-income, Black and Hispanic tenants \u2014 especially as rental prices and eviction rates soar.<\/p>\n<p>It\u2019s not just a matter of housing affordability; it\u2019s also a public health imperative. <a href=\"https:\/\/www.healthaffairs.org\/content\/briefs\/housing-and-health-overview-literature\">Research shows<\/a> that living in <a href=\"https:\/\/kffhealthnews.org\/news\/article\/substandard-housing-health-risks-rent\/\">derelict housing<\/a> contributes to higher rates of heart disease, diabetes, asthma, violence and other life-threatening risks.<\/p>\n<p>Exposure to mold, cockroach, mouse and dust mite allergens are major contributors to <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC9809049\/#:~:text=In-home%20asthma%20triggers,housing%20quality%20may%20affect%20asthma.&amp;text=Early%20childhood%20exposure%20and%20sensitization,those%20who%20are%20genetically%20predisposed.\">childhood asthma<\/a>. Deteriorating <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1447157\/#:~:text=hydrocarbons.58%2C59-,Injuries,women%20and%20young%20children.20\">conditions<\/a> can send people to the ER with falls and injuries. And <a href=\"https:\/\/www.ahajournals.org\/doi\/10.1161\/HCQ.0000000000000089#core-R27\">toxic pollutants<\/a> contribute to cardiovascular health problems.<\/p>\n<p>Earlier this year, my colleague<strong> Fred Clasen-Kelly<\/strong> and I traveled to Yamacraw Village, a public housing complex in downtown Savannah, Ga. We spoke with residents who told us about the mold, rats and roaches that make them sick, and gunshots that disrupt their sleep. One former resident said he takes an allergy pill daily, years after leaving, because of mold exposure in his Yamacraw unit.<\/p>\n<p>Last year, a consultants\u2019 report found a host of problems in Yamacraw, including water leaks and faulty wiring. They estimated the \u201cremaining useful life\u201d of the property was 0 years.<\/p>\n<p>In a city where the average two-bedroom apartment rents for more than<strong> $1,600 <\/strong>monthly and the <a href=\"https:\/\/www.savannahpha.com\/ga002v01.pdf\">housing assistance waitlist<\/a> has more than <strong>3,000<\/strong> families on it, records show most of the <strong>315<\/strong> apartments in Yamacraw sit empty because so many units are uninhabitable.<\/p>\n<p>The local housing authority argues that without more federal funds, there isn\u2019t much it can do.<\/p>\n<p>Starting with <a href=\"https:\/\/www.huduser.gov\/periodicals\/cityscpe\/vol1num3\/63years.pdf\">the Nixon administration<\/a>, lawmakers <a href=\"https:\/\/www.epi.org\/publication\/race-public-housing-revisiting-federal-role\/\">slowed investing in new public housing<\/a> as more Black families and other people of color became tenants. And during the Clinton administration a <a href=\"https:\/\/nationalhomeless.org\/repeal-faircloth-amendment\/\">moratorium passed<\/a> that effectively prohibits the construction of additional public housing units, because lawmakers soured on public housing after years of their own disinvestment.<\/p>\n<p>Now a handful of Democratic lawmakers are calling for Congress to take another look at public housing.<\/p>\n<p>Rep. <strong>Alexandria Ocasio-Cortez <\/strong>(D-N.Y.), Sen. <strong>Tina Smith <\/strong>(D-Minn.) and others recently <a href=\"https:\/\/www.nytimes.com\/2024\/09\/18\/opinion\/aoc-tina-smith-housing.html\">introduced a bill <\/a>that would create a new social housing authority to support construction of more affordable housing. It would also lift a 25-year-old moratorium on public housing construction and commit extra funds for public housing repairs.<\/p>\n<p>But many Republicans oppose federally supported public housing, as do centrist Democrats. It\u2019s unclear whether either a Trump or Harris administration would prioritize additional public housing funds.<\/p>\n<p>That\u2019s no surprise to <strong>Detraya Gilliard<\/strong>, whose 15-year-old daughter Desaray was shot and killed when they <a href=\"https:\/\/kffhealthnews.org\/news\/article\/public-housing-unhealthy-conditions-yamacraw-village-georgia-hud-funding-backlog\/\">lived at Yamacraw Village<\/a>. Gilliard is suing the <strong>Housing Authority of Savannah<\/strong>, alleging the agency failed to take added security measures in its public housing complexes.<\/p>\n<p>Gilliard left Yamacraw and returns only to maintain a memorial for her daughter. \u201cNothing has changed before, since or after\u201d her daughter\u2019s death, she said.<\/p>\n<p><em>This article is not available for syndication due to republishing restrictions.
