Enrollment in the individual health insurance market fell by 18%—over 4.6 million people—from 25.2 million in June 2025 to 20.5 million in June 2026. This represents an even steeper drop in enrollment than had previously been reported. The individual market is composed primarily of people with Affordable Care Act (ACA) Marketplace coverage as well as some people who buy similar coverage off-exchange.
